Mechanic ideas

Storm

Faster wind increases likelihood of rover toppling over
Dust clouds that cause damage
Lightning strikes that can cause total system failure

Battery

After the storm sets, the rover runs on a limited battery supply (so battery would only be a problem in Act 2). Different types of movements could reduce the battery further (such as going uphill).
